- Were We Ever Really Safe In San Antonio?, a track inspired by the plan of then-mayor of San Antonio Henry Cisneros to set a minimum age for a person to attend a rock concert. Zappa was concerned about this legal proposal. During Congress Shall Make No Law (The Track), Zappa vs. The Mothers Of Prevention (Interview by Jesse Nash, Rockbill, May 1988) and WRIF Radio Interview (28 October 1985), he elaborated on it: "I was [talking] earlier [about] this situation in San Antonio, Texas. There's this group down there that wants to set a minimum age – for "health" reasons – a minimum age at which it would be "healthful" for a person to see a live rock concert. That's coming up before the San Antonio City Council either on the 7th or the 14th of November. If they pass that city ordinance down there, that is going to be used as a model for other cities across the United States that want to put the lid on rock and roll. And if you don't register to vote, you're not going to be ready for that one when it comes around."
However, Cisneros left politics soon after. Zappa commented on this situation in They're Doing the Interview of the Century, Part 3 (September 1990): "Henry Cisneros had a little embarrassing situation to his political career down there. Didn't he wind up having a girlfriend, or something, and have some political problems about a year ago? Yeah, I don't know what happened to his career. (...) I'm waiting for the people in this country to get smart enough to go our into the street to protest about what their governments are doing, y'know."
