In the liner notes of the album Zappa instructs his fans to first read Franz Kafka's In the Penal Colony (German: In der Strafkolonie) before they listen to this track.
The title itself is named after the small, circular wind-hole found in place of genitalia on the common toy doll. It decided whether your doll was a boy or girl and thus, according to Zappa, was the "Chrome Plated Megaphone Of Destiny".
