Bill Stulla (24 May 1911 - 12 August 2008), aka Engineer Bill, was an American TV host, best remembered as presenter of the TV shows Bill Stulla's Parlor Party (1951-1954) and Cartoon Express (1954-1966).

Zappa mentions him in the list of influences in the sleeve of Zappa's debut album Freak Out! (1966) under the heading: "These People Have Contributed Materially In Many Ways To Make Our Music What It Is. Please Do Not Hold It Against Them".
